CBTA & EU Regulation 2025/2143 for ATCO Training
The European Union has adopted Regulation (EU) 2025/2143 amending Regulation (EU) 2015/340 to modernise air traffic controller (ATCO) training. The new framework introduces mandatory competency‑based training and assessment (CBTA) and formally recognises virtual and distance training solutions, with a transition period until 2029.
At the same time, ICAO’s ATCO CBTA guidance (Doc 9868 and Doc 10056) defines how training organisations should translate competency models and performance criteria into concrete courses, simulator exercises and assessments.
